Best 9003 headlights for 2020, looking for your help

Can anybody recommend good /long running Headlights ? I don't need super bright, but probably LED is the way to go? Ideally looking for long running. Heard something that LED are not legal (i'm in CA, USA).

And need 9003 with 3 pins which I think called H4 (correct me if not right).
I afraid to buy Sylvania from Autozone, pretty bad reviews.
Heard a log of good about HELLA.
Most LED are 1200LM , not sure if this is too much ? I also see some LEDs have huge heat sink, that probably won't fit under the rubber boot.
