As far as I know, the stickers are assigned to the vehicle based on its VIN and license #. In other words, when you get rid of a Prius with HOV stickers, the stickers go with the vehicle. New vehicle = must get new stickers (if there are any left).
What she said...There has been MUCH discussion all over this board about similar issues, and the consensus seems to be that the stickers belong to THE CAR not TO YOU. Start the dance again. FAST. And good luck!

Just this week, at the California State Fair, I asked this specific question at the DMV booth. They seemed to have fun working on an answer since I approached them with a playful “Is this the stump DMV booth. †Their answer: If you kept possession of the CLEAN AIR DECAL CERTIFICATE and it has your name and address, you may transfer it to another qualifying vehicle. Return it with a new application and the eight dollar fee. On the application, mark the REPLACEMENT box and in the area given for REASON, write an explanation such as, “transfer from totaled car to new qualifying car,†or “transfer from sold car to new qualifying car†- which ever is appropriate. None of the three manning the booth said they had heard of it being done, but they found nothing disallowing a transfer.
