I am selling my 04 and getting 06 in Jan 1st. Is the HOV sticker transferable to the new owner? Does the new owner need to reapply for the sticker? Or can I transfer those stickers to 06? In case DMV runs out of stickers in Jan. My 04 bumper is damanged and need to get a new one. Can DMV issue a duplicate? Or am I stuck with the damaged bumper? Thank you.
The form definitely has a box to check to indicate if the application is for a replacement sticker. I don't know if that is only for a replacement of a damaged sticker or also for a transfer to a new car by an existing permittee.
