Can't get the AC compressor to turn on in a Hybrid highlander

I know this is a Prius forum (i have one too, but there is not a good Highlander forum, and you guys are geniuses)

My toyota dealer master tech can't figure out why my A/C compressor won't turn on. The inverter is supposed to signal it to turn on apparently. The a/c compressor might be bad, but he's not sure.

Does anyone have any experience or technical advice on this. He had the car hooked up with a laptop and still couldn't determine what was going on, but the highlander hybrids are rare and he doesn't have a lot of experience with any A/C issues with them he said.
