excellent article! after spending the week end in new york city, i can well relate to this. unfortunately, something like this would be all too confusing for government officials sort out, especially with the strong arm of lobbyists at their sides. i think the comments about electric vehicles is a bit of a straw man, because all cars throw up dust and have tyre wear on top of their tailpipe emissions. and ev's have much less brake wear than gassers.
