Is there a way to adjust the charging rate /KW with the 110 cable? It seems with the 110 cable my charging rate is only 1.0 KW . The 240v charging station at work is 2.9KW

No- you can not adjust the rate of the OEM EVSE.
If you want to get it modified to run off 220/240 volts at home- that can be done then it will charge at the same rate as the 240v commercial charge stations.

The problem is that the charger in the PiP is limited to 12 amps, regardless of the voltage. So you get half as much power at 120V than at 240V.

i only understand charging time, not rate. if your 120v cable takes 3 hours from empty, that's correct. if you want to speed it up to 1 1/2 hours, see ny_rob's post above and link, or you can purchase an L2 240v evse cable.

With a evseupgrade.com modified Toyota OEM EVSE it takes 1.5hrs to charge at home from a 220/240v source.

Yes, still 12amps... but now 12 amps from each leg of the 120v line- so two leg total is 24amps charge draw for 1.5hr full recharge vs 3 hr recharge on OEM 120v set.
