    The bias toward electric means Toyota, which recently added a Camry hybrid to its China-made offerings, and other foreign carmkers that have bet heavily on hybrid technology, could find themselves left behind.

    Unlike Toyota's gasoline-electric Prius and Camry hybrids which gather energy from the operation of the vehicle to increase fuel efficiency, plug-in hybrids and EVs can be recharged from power sockets.

    "Toyota has completely missed out this time. It has been betting heavily on hybrid, which is obviously not a favourite platform of the government," said Chen Liang, an analyst with Huatai Securities.
