I’m only averaging about 31. - 34 mpg during city driving on my 2012 prius. Is this normal?. Is there a problem with the car?. I have 97.5k miles on the car.

In Chicago, probably yes, normal.......where it is hard to go more than 3 blocks without coming to a complete stop; often less than that. Two enemies of good gas mileage: HIGH speeds and very frequent stops. How long have you had the car ??
very low, how long have you owned her? when did the mileage drop, or has it always been that low? what happens when you open her up out in the burbs?
