The Warsaw thing, that mostly 'hit the news' when a number of NGO reps walked out. However, something was apparently accomplished: BioCarbon Fund Launches $280 Million Initiative for Sustainable Forest Landscapes which will transfer money to less-developed countries that succeed in achieving some REDD+. It is results based which may be a bit novel. In other threads we have talked about the impracticality of 'top-down'. This may be more of a lateral move, with the money moving towards less wealthy countries. Bottom up forest protection (restoration) is tricky when the people living around the forest are strapped for cash.
The last statement is very true, but the forest are usually "sold" by the government with no concern for the locals. What may change this is finding a way of empowering the locals. The success that Grameen Bank with local economies using very small amount of money might suggest a way of financing the locals to protect their "assets". That would take some clever thinking, but all it takes is one clever person like Mohammed Yunas to make a huge change with some very small economic leverage.
