Yes, but it doesn't buy you anything. It's been tried on Prius and the computers just adjust everything back to the non-turbocharged performance.
Any modifications to a modern car will require an accompanying 'tune' to the ECU software to take advantage of it. There probably isn't many performance programmers out there that have worked on hybrids.
