I'm trying to wrap my head around the true difference between the PIP and the standard Gen 3 prius (2012 to be exact).

they both seem to have the same electric engine, same gas engine. they DO differ in battery size and composition.

but what makes the PIP able to go at much higher speeds on EV alone?

    Software parameters were changed.

The gen3 and the gen2 could already handle higher speeds if you shifted to N below 45/41 mph where gravity would take you faster. Around 62 mph iirc, the resulting speed on mg1 risks damage.

A couple of the aftermarket EV conversions reprogram the Prius to be able to run on battery at speeds up to the 62mph limit. Without a bigger battery you'd only be able to enjoy that for about 30 seconds or so!
