There are many sources on how to make a wind generator from a car alternator and other common parts. This may be half of Earth4Energy's offering. I have no idea how to DIY photovoltaic panels.

Homepower is a magazine run by people who have used solar panels as their only source of power for something like 20 years. A starting guess at how much a system would cost to run your house would be to add up about 20 years worth of electic bills. So you could run a rather small house for the cost of a Prius. These are just wild estimates, but thinking that you could do anything significant for $200 is several orders of magnitude off the mark. Electricity from the sun since 1 is a recommended vendor of solar equipment. They have a forum similar to Priuschat where you can get answers just like you get here.
