Assessment reports every four years since 1990? Think of what we could've really accomplished in 17 years if we engaged in something other than assessing the resulting events that arose from our complacency on the matter. What do those reports say and what is the policy shift resulting from same, if anything? That's what I'd like to know.

It looks like the administration is required to produce a "research plan" every three years and a "national assessment" every four years. The last research plan was issued in 2003, while the last assessment was issued in 2000. That's how I read this anyway.
