can they really do anything to the u/k after brexit? they must be worried there won't be any cash left after they pay the u.s.
It is worth noting that that the US government did not detect the defeat devices either. A 'pro diesel' group (International Council on Clean Transportation) tested US based diesels expecting to find that they did better than European diesels, but found that they came no where close to meeting US standards. They had West Virginia University run the tests, and the University reported the results to CARB as the cars had been CARB certified before testing. Once doubt was raised, some Colorado testing was done. The WVU researchers presented results to CARB and the US EPA in May of 2014 and the EPA issued a Notice of Violation in September of 2014. In the US, the EPA was at the tail end of discovery, not the lead. ICCT did testing in Europe as well, which showed VW was also defeating emissions there, but ICCT's goal had been just to show that European diesels could meet US standards. Oops.
Going by other ICCT reports, I'd say that they are far from 'pro-diesel'. Some were sited here for the negative results on diesels before VW got caught cheating. About the ICCT | International Council on Clean Transportation
From what I gleaned the UK are seen as being at fault because they became aware of the defeat mechanism, but did not fine VW.
Sounds like the EU can't take direct action against the car companies, but can against the countries letting them slide.
