    This report is from 2011 and written by the Congressional Research Service. 'Criteria pollutants,' air quality, and GHG are given a historical treatment re: EPA, congress and the courts, and current activity summarized along with a reasonably frank assessment of the future.

    Readers not familiar with all the gyrations of the last decade may be confused by what appears to be an EPA that often obstructs pollution reduction. Just remember that the EPA is part of the executive branch and acted along general republican party ideology during the bush presidency.
