It's a salesman tactic. Like when I purchase a car from a dealer and bargain the price down. Eventually, they say they're giving it away. It makes me feel good because I think I got a good deal on it. When in actuality... In order to meet CARB compliance, the auto manufacturer has to secure a certain number of ZEV credits by selling BEV, PHEV, etc. If they don't meet the percentage based on their sales volume in the state, they pay a penalty. I'm sure the $14000 loss per 500e is less than the penalty Fiat would pay in penalties for not being in compliance to the ZEV mandate.
