    Was this picture taken in Texas? I don't know if a GI out here in CA with legal out-of-state plates could qualify for the stickers. Anybody know?

    Yeah it must have been someone who lived in CA then moved to TX. CA wouldn't give out those stickers to an out-of-state car. Wouldn't make sense.
