Just a few notes if I may. Ghana adding polyethylene bags to asphalt road mix. Can't think of a good why not. Ground-up used tires and scrap glass (!) have also been used as filler. Comes down to money. Tesla superchargers. Whenever I see similar a wonder why they don't have some type of barrier. Seems so easy for a car to bump into.
