Help needed to improve the fog-lights on my 2009 Gen II

The bulbs in the fog-lamps are 9006 12V 65W, and I was wondering if:
(1) something like these: http://i.ebayimg.com/images/g/THAAAOSwo0JWNGGy/s-l500.jpg
might be used and if there are any other things which might need to be changed or done (ballast | load)? I've been searching on-line, but am getting conflicting recommendations, so I thought I'd come to the fountain of all things Prius.
(2) Is there something available to make the fog-lamps yellow (I mean really yellow, not just yellow as in incandescent) - Thanks in advance! - Wil
