HID ballast replacement - vendors?

    Folks, I'm looking at some ebay vendors selling "new" ballast units pretty darn cheap. Should assumption be that they are actually just very clean "take-offs"? Anyone else gone this route? Some vendors are selling them as cheap as 40 bucks per.
