Apparently the little painted plastic piece which is posterior to and sort of an extension of the rear door handle is called the "exterior door handle cover". It is part 69227K and comes in various colors to match:

The paint on mine has cracked a lot on one side, and is starting to go in a similar manner on the other side. (The rest of the paint is fine, just these areas are bad.) Normally I don't bother fixing stuff like this, it is just paint on plastic and on a car which is 15 years old I don't sweat those sorts of issues. However, in this case as the paint fails it peels up in some areas revealing hard sharp edges. It isn't as bad as the peeling chrome plate was on the inside door handles on our old Civic, those were like razor blades, but I think a person could still be cut, or at least scratched, by this region on our Prius.

So either I file these down or buy the replacement parts, which in this instance are not expensive. But how is 69227K actually attached? I can't tell from that diagram. Is it a snap on part or does the door have to come apart to access screws to release it from the other side?

    Thanks.

They just pop on once you get the old one off and why not upgrade while you're at... For example for $43 you can replace all four door handles and your rear view mirror covers with fake carbon fiber. There's plenty of these kits online and it creates a nice look: https://www.ebay.com/itm/203040778748

Sorry, I still don't understand how the thing is attached. Possibilities include a screw from the inside of the door, a screw from the back of the door, several of those ever so fragile barbed plastic retaining arms, "slide it in some magic direction while prying in another", and so forth. I'm sure that if I stick a crow bar under it and pry it will eventually come off, but it might irreparably break the assembly underneath to which it had been attached.

Edit: Found this video about an external rear handle replacement on a gen 3 Prius:

They had to take most of the door apart to reveal the Torx screw which holds on this little cap. That is finally revealed at around 10 minutes into the video.
