HVB cells questions

I have a 2014 Prius c with the HVB bad. I recently acquire a CQ3 charger to recondition the cells and buy some new ones. My question is on the discharge and charge numbers in mAh how do I how if a cell is good or bad? Are the suppose to get to 4500 on the discharge or 5000 or what number? and on the charge number, is there like a minimum the the cell should reach?
