You'll notice that Toyota isn't buying any of these. Neither are companies that are spending billions of dollars trying to shave 5 percent from their CAFE numbers. Claim #2 (no wire cutting) is probably the only one that is 100-percent correct.....and it's probably 100-percent safe for Priuses because it doesn't really DO anything.......but I still would not call that claim 100-percent correct until I knew what this thing is supposed to be doing.
Hoo boy! Get that and a magnet for your fuel line and you'll never have to buy gas again. My son used to have great fun selling air guitars on Ebay. It was amazing how many people actually sent him $5 (or whatever it was) just because they thought it was so funny, especially with the pictures. He had zero complaints. BTW, wanna buy a bridge?
For the Gen 4 Prius, Toyota invested in developing and deploying thermostatically control radiator louvers to improve MPG. If instead they could just have bought a chip on ebay they would have saved millions. So either it does not work, or it is not legal; (perhaps both) if it worked and was legal it would be on your car already. (some less scrupulous owners do defeat the emissions equipment to get better MPG, obviously I won't say how) Free and almost free ideas that WILL save gas, but are less shiny than a ebay toy: Pump up the tire pressure 5 pounds above Toyota's recommendation. (the ride will suffer) Place pipe insulation in the grill of Gen 3 and before Prius when cold out. Wash your car. Combine trips into one, and drive the longest leg first to warm up the car. If traffic permits, coast to stop signs and red lights, there is no prize for being the first car to stop at a light.
Just to throw out one of mine, I have used only 2 gallons of gas since November 30th and have 1069 miles so far on that tank of gas.

Looking at the pictures, and the plastic translucence around the contact pins, I suspect it is merely an OBDII port dust cap, with a logo attached. Those ports don't really need dust caps.
