LADWP charger on street parking

    Hello guys new owner here in the LA area. I found this charger on the streets of Canoga Park in the valley. I can’t seem to figure out how to turn it on. There is a card scanner and it says to go to the website for more instructions but the website is pretty bare. If anybody knows how to work this let me know.

    Im not in la but from what I understand u have to get an activation card so that you can tap it and activate it ill have more on it in a sec
