Lost a 2016 Prius 2 key fob

I recently lost one of my key fobs to my Toyota Prius 2016 type 2. I've been digging everywhere and I couldn't find out simple information about this.

• Can I buy a fob on offer up and program it with a mini VCI and Toyota TIS techstream?
• If not, is it possible for me to flush a used keyfob myself?
• If I get a virgin key fob, can I program it with mini VCI and TIS?
