The Prius C in Canada is rated 3.5 & 3.7 liters of fuel per 100 kilometers. This is quite a bit higher than the USA fuel consumption results which are at 53 mpg city / 46 mpg hwy. What type of testing does Canada use for mpg results?? Perhaps are Canadian friends can tell us.

That's the same as for the Yaris Hybrid in Europe. So they must use a similar system. These values are possible when driving under optimal conditions, hypermilers doing even better. The EPA value will be closer to the mean MPG of Spritmonitor and the like, and thus closere to real world.
I'll concur with Jimbo. I seem to remember Canadian ratings being nearly the same as US ratings before 2008. When our EPA shrank its scale in 2008, Canada didn't follow suit.
