Easiest way to cut ghg that amount is to move energy intensive businesses out of state. Of course they simply produce that much or more ghg where they are moved I'm not sure that has much to do with the drought. Certainly some parts of the program sound good, but a lot of it is simply politicians pretending to do something good for the people, but it really is only good for the people giving them campaign contributions. Doing it in Nevada definitely saves tesla money versus california. The gigafactory is already priced into the stock though. Its got a rich valuation here. It can go much higher if they start selling well n china, but it may go lower if china doesn't pick up. If you are speculating buy leaps, they have a much better risk reward than the stock right now.
