Does anyone in NY state know anything about the status of Bill A04278 and Bill S92 which would allow hydrids like the Prius to use HOV lanes?

Sorry, not very recent info.
Same thing seems to be going on here in Colorado. The EPA as 180 days (but starting when I don't know) to give guidance to the states about this issue. Not sure what guidance CDOT is waiting for but it sounds like it's gonna happen. Just no timetable or word on the issue.
I've been pushing for Kansas to adopt similar HOV privileges for hybrid vehicle owners, but I was told the state had to construct the HOV lanes first.
