they can probably sand an repaint it (they have to repaint the whole bumper). If I were you, I think the cheapest thing to do is buy touch up paint and just paint over it. You never know if it might get scratched up again.

even the smallest dent/scratch on the bumper, they usually will repaint the whole thing so that the whole bumper paint matches. I don't think they will try to blend the paint on the bumper. And they usually will want to take the bumper off the car too. Since your scratches are on the bottom, I don't think it will be that noticeable if you just kind of paint over it.
