Might this be to save face for Kobe Steel? It'd give them the chance to inspect their speciality steel supplies and replace them if necessary.
or perhaps it just makes more sense financially to fix the problem in manufacturing and inspection, rather than keep recalling cars. that is what damming taught many years ago.
Definitely not connected to Kobe Steel issue. Nissan ran into problems by using uncertified inspectors do final quality checks for JDM vehicles. Reuters: "The misconduct has already forced Nissan to recall all 1.2 million new passenger cars sold in Japan over the past three years for re-inspection. The company said on Thursday that around 34,000 additional cars would be re-inspected, probably expanding the recall by around 4,000 units. Japan's transport ministry said this month it had discovered that uncertified technicians at plants producing Nissan vehicles were using the stamps of certified technicians to sign off on final vehicle inspections, in violation of ministry guidelines." It's certainly an unconnected thing. But it's an opportunity that a company might want to take advantage of.
