Give up and move to the UK. Road tax on my Gen 2 is £10 ($13) per annum and you can pay it in installments if you want. They don't check exhaust fumes in the MOT for hybrids so no OEM cats necessary either. Downside is the price of gas.

I looked at a bunch of those and was going to buy one of the ones that had the fire capability and all that but had a new battery put in it to 2037 and all this kind of stuff I could have bought a couple of them for $8,000 but I wound up instead buying some volts and we really like those next will be bolts probably unless gear Hyundai sneak something in really cool from China I'm trying to hold out and wait for solid state batteries or any of the nonsense that's coming so that right after I buy something stupid doesn't drop like immediately. But the volt does us right for almost same money as Prius

Perhaps unlikely that one can convince onboard computers to allow operation without 'right-looking' signals from before and after oxygen sensors. So perhaps this is not a possible thing.

There is at least one town where domestic cats are food items. I forgot where. As far as that goes, dog 'at' mealtime is much more widespread. Some associates discreetly ordered that for one dinner to see if they could gross me out. Mission Accomplished.
