OK what is this supposed to do?

    While replacing my horns this afternoon, I noticed this random connector, wire fully attached but not clipped down, it was just hanging on the bottom of the front spoiler area, right in front of the radiator. Seems to be attached to that same wire feed that the horns use. Should I re-clip this somewhere? What is it supposed to be doing, I have no warning lights on the dash if that means anything.     Yep that looks like my runaway, Allright gotta find a place to reclip it. Thanks guys.
