Except - unlike an ICE, you pull up at the bowser, fill, pay and drive off - you're there. But with an EV, that time is an unknown - you might get an estimate of how long, and if you're on an extended drive, you'll possibly want to charge up to 100% which I understand the last bit is slower. And $125 is ridiculous for an EV overstaying. Policies like this could actually deter more people from buying EVs than it solves problems.
$125 is the cost for your run-of-the-mill parking ticket in many areas of New York City. I recalled Jerry Seinfeld used to park wherever he wanted, because that's not even chump change and so he gets to park wherever he wants. .
I read it a bit differently. I didn’t see this as a punishment for EV’s overstaying, but rather for those that park there and not charge. The difference would be whether the car was plugged or not, rather than those who finished charging and don’t move their vehicle right away. But I could be wrong.
