Tuning is already done in the US, just not popular with hybrids. Gone are the days of simply putting on a new exhaust or intake to increase performance. Now you also have to get a tune(reprogram the ECU) or the computer just dials things back to factory spec. Tuning alone can also net gains since the factory one is balanced for power, efficiency, emissions, and longevity.
i saw this on wheeler dealers when mike was trading cars. not hybrids, but it was interesting how much more they do with electronics vs what we tend to do with power or suspension. both seem to do the exterior/interior mods.
