Please help me identify a part and its function?

    in side the drivers front fender there is a device fed by a 1/4" air tube. Can anyone tell me what it is and its function? It appears that someone tried to remove it and cut the air line. It is about the size of a flattened softball.

    Sometimes a pic helps with the visual helping people like me. Is it possible to look under the hood and see where it comes from?
