    Democratic legislators touted a new report on Maryland's air quality as proof-positive that the state should beef up vehicle emissions standards and encourage the automobile industry to send more hybrid vehicles this way.

    But yet the same people were unwilling to pass the extension of the excise tax credit for hybrid cars.
