    Yeah pretty good explanation and historically Prii have been 50-State cars so we all have the CARB-mandated super good cat converter to start with anyways. Not sure about USA manufactures now but in the past they would have Ca version and non-CARB versions of the hybrids.

    They are stealing gen2 cats for the metal value primarily. Does not matter if they are damaged or clogged.
