The other day while sitting at a stoplight, I saw that the energy was flowing from the batter to the wheels. I turned off the light and the energy stopped flowing. Then I turned them back on and the energy still no longer flowed. Can you get a energy from the battery to the wheels to flow even when you aren't moving?

yeah.. if you're not pressing the brake hard enough at a light. Try it next time. Fully depress the brake pedal, then slowly lift until you see the arrows. The car still isn't moving since the battery power isn't enough to overcome the brakes.
There's a little electrical energy being expended to provide the "creep" when you release the brakes. If you hold the brake a bit harder, the creep will stop and not draw power.
I've also noticed that it tends to do it a lot easier when I'm on a hill. I have to REALLY press on the brake to get the arrows off, so I *assume* it must be part of the Prius' "Hill-holding" feature.
