Raise the hybrid credit cap and put the heat on Detroit

    "...Congress capped the hybrid incentive at 60,000 vehicles per manufacturer, an arbitrary limit that -- due largely to the success of the Prius -- Toyota passed in half a year.'

    "By essentially functioning only as a limit for Toyota, the cap reduces Detroit's competition, removing incentive for the Big Three to change. So when Toyota's credit is phased out, a Chevrolet Silverado hybrid averaging 18 miles per gallon will receive a $650 incentive, while the 55 mile-per-gallon Prius will get none."
