Oh, hell no: there should be *no* exemptions. The President's handlers would think real hard about starting Iraq-like fiascos if they knew that voters and the children of voters regardless of race, education, and net worth were all equally likely to become cannon fodder or conscientious-objector jailbirds. Which, of course, is Rangel's point.
