Mudflaps are available through juicedhybrid.com Mudflaps are sold for the European market (not N. America) as far as I know, so juicedhybrid.com is the only way I know to order them.
My dealer seems only to install parts they sell. The mud flaps should include installation directions. Fortunately, I know an auto body shop that will do the install for me.
I ordered the body side molding for my car from Daytona Toyota, ask for internet parts dept. This dealership also sells 2016 Prius floor mats on Amazon, that's how I first found out about this source.
