A used SKS fob cannot be made to work except as a dumb fob where you insert it into the slot on the dash. The buttons on the fob will not work. It is the car that is programmed to accept a 'new' fob. The fob itself is not programmed. This topic has been discussed numberous times here on PC. Do a search to find the various threads.
I have 4 keyfobs, the 2 original and 2 used ones from eBay. They are all fully functional. The key to making a used keyfob work is what the Toyota Techstream calls a "Smart Key Reset". It requires a seed number that can be retrieved from the Toyota website by anyone with a "Security Professional" account.
