If you wouldn't dress Fay so promiscuously in a short sweater w/ no bottoms, maybe you'd have better luck keeping the riffraff away.
If he is a feral, the best thing to do would be a vasectomy instead of neutering. He'll still bother your cat, but he'll also bother other females, and hopefully outcomplete any fully functioning males in the area. In other words, neutering a wild male will keep him from reproducing, but it also removes his sex drive, and just opens up slot for another male to breed.
