Somebody "punched in" the driver side lower tail light assembly (the one in the bumper) of my 2017 Prius Prime. They didn't break it, just pushed it in. I want to reseat it and assume that I have to open things up from the inside. Anybody have any guidance on this?

The Repair Manual (more info) has the removal procedure; you’ll definitely need to remove the rear bumper assembly first. The rear turn signal light assembly is held in place by three screws and a claw. Parts catalog reference: Figure 81-11, Rear Combination Lamp.
