    Cash for Clunkers was more about helping Detroit than getting Americans in more fuel efficient vehicles.

    I have a plan that would keep the taxpayer out of such a plan - but I'd be assassinated. :D

    Simply require any vehicle that can't get a combined EPA of 20 mpg be offered in pink if the buyer does not have a commercial driver's licence. That or an exterior/interior design by Bruno. :p

    That way, only the real men will buy pickups.

    My impractical fantasy C4C program would allow anyone to buy ($1000) and crush any gasoline powered car with visible exhaust smoke. (not steam) The owner would have the option of making it meet EPA standards for his year to retain his vehicle. That would do wonders for the emissions problems in the US. While not a mileage plan, I bet it would improve mileage as well. And it allows 'tree huggers' to put their money where their mouth is.

    Less aggressively, it would be tempting to offer $1000 to buy and crush any licensed car made before 1994 the owner wished to dispose of.

    Again, not a mileage based plan, but an emissions based plan that would improve mileage.
