    It controls the throttle... electronically. :ROFLMAO: I'm sorry... couldn't help myself. :oops:

    Seriously, it changes the air baffle position on the throttle body to allow more air into the mix which gives more acceleration. It, also, cuts out the computer delay that is persistent on Toyota's cars for some reason.
