As the old saying goes, when all else fails, read the directions. For a motor vehicle, its the Owners Manual. Readers Digest version, its essential to tow with the front wheels up to prevent an electrical fire. There are emergency towing options for very short distances at less than 18 mph, assuming it will go into neutral AND there is a driver in the Prius to brake and steer.
