I have read many business books. There is often a theme running through them in which micromanagement always fails. What often works is the "do what's right" mentality. So I would hope the individual dealers actually do what's right and whatever it takes to make the majority of the owners happy. I say "majority" because some people will never be happy.
Making house calls is a great thing for Toyota to do. It's good for the customer and it is great for Toyota PR.
