This is a good thing IMO. I see two main reasons for it. 1) Toyota can afford to do it. 2) Toyota knows they can't afford not to do it.
There is a reason Toyota has not had a negative financial year since before the CEOs of the other companies were born. If they believe there is a problem and slow production until they find the problem and fix it, they will only earn the respect of those people intelligent enough to realize that safety comes before sales.
