they've been doing this for at least 5 years. it's almost worthless, especially relative to the cost of a new car. but it's obviously a good marketing tool. it comes from toyota, through any dealer when you buy a new car. also, in the first 2 years, the only maintenance is 2 oil changes, 5 tire rotations if you hit 25,000 miles, and a cabin filter. (if they actually change it) and maybe free coffee and donuts. in the meantime, they try to up sell you for hundreds of dollars worth of worthless services every time you go in.
